Get a general overview of Missouri's cannabis laws for 2025

Missouri has made significant strides in medical marijuana legalization since voters approved Amendment 2 in 2018. With the passing of Amendment 3 in 2022, medical cannabis laws were further refined, expanding patient rights and access while also introducing recreational cannabis for adults over 21.

Despite these changes, many patients rely on Missouri’s medical marijuana program for consistent access to high-quality cannabis products, often at lower tax rates than recreational users. Missouri Health & Wellness Dispensaries remains a trusted provider for medical cannabis, offering carefully curated products that meet the highest state testing standards for purity and potency.

This guide will break down everything you need to know about Missouri’s medical marijuana laws in 2025, from qualifying conditions and legal possession limits to where and how to purchase medical cannabis.

Missouri Medical Marijuana Laws: The Basics

Missouri’s journey toward medical cannabis legalization began with the passage of Amendment 2 in 2018, allowing patients with qualifying conditions to access cannabis for medicinal use. The first licensed dispensaries opened in 2020, and since then, thousands of Missouri residents have joined the program. Missouri Health & Wellness’ Washington location was the third dispensary to open in the state, solidifying its role as a trusted provider in the Missouri medical cannabis market.

Amendment 3, passed in 2022, not only legalized recreational cannabis but also refined medical marijuana laws by expanding protections for patients and caregivers. The Missouri Department of Health and Senior Services (DHSS) oversees the program, ensuring that dispensaries, cultivators, and manufacturers meet strict quality and safety standards.

Who Qualifies for Medical Marijuana?

To qualify for Missouri’s medical marijuana program, patients must have one or more of the following conditions:

  • Cancer

  • Epilepsy

  • Glaucoma

  • Chronic pain

  • PTSD (Post-Traumatic Stress Disorder)

  • HIV/AIDS

  • Inflammatory bowel disease (IBD), Crohn’s disease, or ulcerative colitis

  • Autism

  • Neurological conditions such as Parkinson’s disease and multiple sclerosis

  • Terminal illness

  • Any other chronic, debilitating condition as determined by a physician

The Application Process

Missouri’s medical marijuana application process is straightforward:

  1. Obtain a physician’s certification – A licensed doctor or nurse practitioner must certify that you have a qualifying condition.

  2. Submit an application to DHSS – Apply through the DHSS online portal, providing proof of residency and a valid ID.

  3. Receive your medical marijuana card – Once approved, your card is valid for three years before needing renewal.

  4. Visit a licensed dispensary – Medical marijuana purchases can only be made at state-licensed dispensaries such as Missouri Health & Wellness Dispensaries.

Possession and Cultivation Limits

  • Medical patients can purchase up to six ounces of dried cannabis per 30-day period, though doctors may recommend higher amounts.

  • Patients can possess up to 12 ounces (a 60-day supply), while those cultivating at home can have a 90-day supply as long as the excess remains in a secure, locked facility.

  • Cultivation cardholders may grow up to six flowering plants, six non-flowering plants, and six clones in an enclosed, locked space at their residence.

Medical Marijuana & Employment in Missouri

Patient Protections Under Amendment 3

Missouri’s updated laws provide additional protections for medical marijuana patients in the workplace. Employers cannot:

  • Fire, discipline, or refuse to hire a patient solely for holding a medical marijuana card.

  • Penalize employees for off-duty use of medical cannabis.

Employer Restrictions

Despite these protections, employers can still enforce workplace drug policies. They may:

  • Prohibit cannabis use, possession, or intoxication during work hours.

  • Maintain drug-free workplace policies if required by federal contracts.

  • Test employees and enforce penalties if marijuana use affects job performance.

Where to Purchase Medical Marijuana Legally

Medical marijuana patients should always purchase from a state-licensed dispensary to ensure product safety, accurate dosing, and legal compliance. Licensed dispensaries follow strict DHSS regulations, ensuring that all products are tested for:

  • Pesticides and contaminants

  • Potency and cannabinoid content

  • Proper labeling and dosage instructions

Medical Marijuana & Gun Rights in Missouri

Medical Marijuana & Gun Rights in Missouri

Second Amendment Preservation Act

I’m sure you’ve heard it by now- “I’m not getting my medical marijuana license because I don’t want to lose my gun rights.” This is one if not the most common reason many Missouri residents are hesitant to apply for their medical marijuana licenses. There is so much information out there between laws, articles, rules, regulations, social media, and everything in between it can become overwhelming trying to find credible information. We want to help untangle some of the misconceptions. Let’s start with what we know to be true:

Truth #1: Medical Marijuana is legal for card holders in MO per constitutional amendment 2 Article XIV Section1.

Truth #2: Marijuana is unfortunately still illegal in all forms at the federal level.

Truth #3: The 10th Amendment to the American Constitution delegates police powers to the state- legal marijuana at the state level is a direct result of this amendment

Truth #4: Missouri passed an emergency clause early this summer protecting the gun rights of medical marijuana patients. The bill, “Declares that laws, rules, orders, or other actions that collect data, restrict or prohibit the manufacture, ownership, and use of firearms, firearm accessories, or ammunition exclusively within THIS STATE exceed the powers granted to the federal government except to the extent they are necessary.”

So what does all of that jargon mean for you, a Missouri resident and likely a Missouri Medical Marijuana patient? Bottom line, when it comes to Missouri residents, Medical Marijuana patients will NOT be denied their right to PURCHASE or POSSESS firearms. Please always consult a lawyer for any legal advice.

5 Signs You’re Buying Quality Cannabis

5 Signs You’re Buying Quality Cannabis: And How MHW Meets Them All

With so many options available today, knowing what makes cannabis truly high-quality can feel like a guessing game. Whether you're a seasoned patient or just beginning your wellness journey, understanding the difference between average and exceptional cannabis is key to getting the relief you need—and the experience you deserve.

At Missouri Health & Wellness, we take pride in offering only the best medical cannabis products in the state. Below, we’ll walk you through five essential signs of quality cannabis—and show you how we meet (and often exceed) each one at every one of our dispensaries.

1. Potency Backed by Lab Results

When it comes to cannabis, potency isn’t just about how strong it is—it’s about how clearly and accurately it's labeled. A high-quality product should have verified cannabinoid content, clearly showing THC, CBD, and other active components. Reputable dispensaries provide Certificates of Analysis (COAs) from state-licensed labs to prove it.

How MHW Delivers:

At Missouri Health & Wellness, every product we carry is tested by certified labs and comes with verified cannabinoid profiles. We don't cut corners, and we don’t let vague labeling slide. Whether you’re shopping for a potent sativa to spark creativity or a soothing indica to ease pain, we make sure you know exactly what you're getting.

Some of our customer favorites include:

  • Royal Cap Junky (32.36% THC): A hard-hitting hybrid with mind-melting effects.

  • Illicit Bruce Banner (29.62% THC): Known for its strength and balanced energy.

  • Twenty Twenty’s Hash Burger (27.17% THC): A terpene-rich indica-hybrid for total body relaxation.

Our budtenders can even walk you through cannabinoid and terpene breakdowns if you’re looking for specific therapeutic effects. Transparency is non-negotiable here, and your confidence matters to us.

2. Aromatic, Fresh Flower

One of the easiest ways to tell if cannabis is high quality? The smell. Great cannabis should greet you with a pungent, fresh, and pleasant aroma. That scent comes from terpenes—natural compounds that affect how your body feels the effects of THC and CBD. Dry, brittle, or scentless flower is a sign it’s past its prime.

How MHW Delivers:

We keep our shelves stocked with premium, fresh drops from Missouri’s top cultivators like Nugz, Illicit, and Vivid. Our flower is carefully stored, handled by trained professionals, and turned over regularly to ensure nothing sits too long.

You’ll notice:

  • Sticky, trichome-drenched buds.

  • A strong terpene profile that doesn’t fade by the time you get home.

  • Strains with flavor-forward notes like citrus, diesel, pine, or even coffee.

Some standout fresh picks:

  • Popcorn 14g Nugz Banana Coffee (31.39% THC): A powerhouse indica with a unique aroma and knockout effect.

  • Cap Junky (35.79% THC): A visually stunning, potent hybrid that’s as tasty as it is strong.

Your nose knows—and with MHW, you can expect a fresh, aromatic experience with every eighth or pre-roll.

3. Diverse, Expert-Curated Product Selection

Variety doesn’t just mean more choices—it means more ways to find what works best for your body. Quality cannabis providers stock more than just flower; they offer a complete lineup of products that address different wellness needs and preferences.

How MHW Delivers:

From edibles to concentrates, vapes to topicals, and tinctures to pre-rolls, we offer a diverse menu that spans over 10 major product categories, curated by professionals who actually know cannabis.

Here’s what you’ll find:

  • High-potency vapes like Rove Kush (91.62% THC) and Heartland Granddaddy Purple (90.71% THC).

  • Therapeutic edibles including high-dose gummies like Smokiez Sweet Watermelon 1000mg packs.

  • Topicals and tinctures for non-inhalable relief.

  • Monthly Stash Boxes, pre-loaded with a curated variety of customer favorites—making discovery simple and fun.

We keep our menus updated with new arrivals weekly. You’ll never feel stuck with the same old thing.

4. Knowledgeable, Compassionate Staff

Even the best products can fall flat without the right guidance. A quality cannabis experience is about more than just buying—it’s about learning, exploring, and feeling comfortable. The right dispensary should provide helpful, empathetic support to guide your wellness journey.

How MHW Delivers:

At Missouri Health & Wellness, our team isn’t just trained—they’re passionate. Whether you’re managing chronic pain, stress, sleep issues, or just exploring cannabis for the first time, our budtenders are here to help you find exactly what fits your needs, without pressure or judgment.

We hear this all the time from customers, and one TikTok video captured it perfectly:

“I really enjoy just helping the customers get what they need… to help their pain or whatever they have going.”

We’ve worked hard to create a relaxed, friendly, and educational environment across all our locations in Jefferson City, Sedalia, Kirksville, and Washington. Need help understanding terpenes? Curious about microdosing edibles? Our team will walk you through it all, step by step.

Plus, we’re always happy to share personal recommendations based on real customer feedback and experience. We’re not just in the cannabis business—we’re in the people business.

5. Customer Loyalty and Fair Pricing

Quality cannabis shouldn’t mean inflated prices or gimmicky deals. One major sign of a trustworthy dispensary is honest pricing, consistent savings, and a loyalty program that actually rewards you for coming back.

How MHW Delivers:

At MHW, we believe affordability should never mean compromising quality. That’s why we offer competitive pricing across every product category and back it with the strongest loyalty program around.

Here’s what sets us apart:

Final Thoughts: Trust Missouri Health & Wellness

In a market where new cannabis brands and dispensaries seem to pop up every day, it’s easy to get overwhelmed. But if you focus on the five signs of true quality—lab-tested potency, fresh aroma, curated variety, compassionate staff, and fair pricing—you’ll always land on something great.

At Missouri Health & Wellness, we’re proud to hit every one of those marks—and go beyond them. We don’t just stock shelves with premium flower and concentrates. We build relationships with our patients, stay ahead of trends, and keep transparency and compassion at the center of everything we do.

So whether you're a longtime cannabis user or just starting to explore your options, we invite you to visit one of our dispensaries and experience what quality truly feels like.

Dispensary Advertising | Missouri Health & Wellness Dispensaries

Dispensary Advertising

What Missouri Patients Should Know:

You may have noticed a major change in our text communications and advertising lately. In July, Missouri’s Medical Marijuana Regulatory Agency (Department of Health and Human Services) warned Missouri dispensaries that they may be in violation of state regulations by advertising sales, discounts, or specific products. Dispensaries were directed to stop any type of promotional advertising/events immediately. According to an email that was acquired by the St. Louis Dispatch, “The Department views a promotional event as an activity, advertisement, or publicity designed to increase interest in purchasing medical marijuana or a particular product or brand of medical marijuana. For example, facilities are not allowed to advertise price discounts on a particular product because that would result in disbursing medical marijuana as part of a promotional event. “

In other words, our social media, text messaging service, and any other advertising has been greatly restricted except for very basic information. We realize how frustrating this has been  and want to make sure we do our best to communicate with our Patients, while remaining compliant with state regulations. As the medical program continues to mature in Missouri, we have nothing but “high hopes 😉” for new law interpretations and freedom of advertising, but in the meantime, we want to thank our Patients for sticking it out with us as we all continue to blaze the way for legal cannabis in Missouri.
